Terms & Conditions — HS&E Test Third‑Party Booking Service

Summary: We’re an independent booking service that submits HS&E test bookings to Pearson VUE/CITB on your behalf. We charge a £22.50 non‑refundable administration fee for handling your application. CITB/Pearson VUE rules apply to the test fee (e.g., cancellations and rescheduling permitted ≥72 hours before the appointment). If you’re late, bring the wrong ID, don’t attend, or try to change your slot inside 72 hours, you’ll usually lose the test fee under CITB rules, and our admin fee remains non‑refundable.
1. About Us
1.1 These Terms & Conditions of Sale and Service (“Terms”) govern your use of citbtestcentre.co.uk and your purchase of services from Vanir Utilities and Eco Surfacing Limited, registered in England and Wales under company number 16123948. (“we”, “us”, “our”).
1.2 Our trading name is Vanir Utilities and Eco Surfacing Limited.

2. What These Terms Cover
2.1 These Terms apply to:
a. the CITB Health, Safety and Environment (“HS&E”) Test Booking Service;
b. the Level 1 Health, Safety and Awareness Online Course;
c. the CSCS Card Ordering Service;
d. optional add-ons sold with those services; and
e. your use of our website in connection with those services.
2.2 These Terms should be read together with our Refunds, Cancellations and Returns Policy, our Privacy Policy, and any checkout wording or order-confirmation wording shown to you before purchase.
2.3 If there is any conflict between these Terms and a service-specific policy shown to you before payment, the service-specific policy will apply to the extent of that conflict.
3. Important Status Disclosures
3.1 For HS&E test orders, we provide the booking service and/or centre-related service identified at the point of order. Official rules of CITB, Pearson VUE and the relevant test centre or provider continue to apply to the official test portion of the service.
3.2 For CSCS card orders, we act as an independent third-party application-handling service. We are not CSCS and we are not affiliated with, associated with, approved by or endorsed by CSCS.
3.3 Where your order includes an official third-party fee and a separate fee payable to us, you are paying separately for our own optional administration and support service. Our service may include, depending on the product purchased, booking administration, document checking, application handling, communications support, correction management and liaison with official bodies.
3.4 Unless expressly stated otherwise in writing, we do not issue official HS&E test results, qualifications, certificates or CSCS cards ourselves.
4. Orders and Contract Formation
4.1 Any order placed through the website is an offer by you to purchase the relevant service.
4.2 We may accept or reject an order at our discretion, including where:
a. the requested service is unavailable;
b. the details supplied are incomplete or appear inaccurate;
c. we cannot verify authority, identity or eligibility;
d. there is a pricing, technical or administrative error; or
e. we reasonably suspect fraud, misuse or unauthorised payment activity.
4.3 A contract is formed when we send you a written confirmation, issue access, or otherwise begin supplying the service.
4.4 You must check your confirmation details promptly and tell us immediately if any name, date of birth, email address, candidate ID, qualification detail or other important information is incorrect. We are not responsible for losses caused by inaccurate information supplied by you or by your failure to notify us promptly of an error.
5. Prices, Fees and Payment
5.1 All prices shown at checkout are payable in pounds sterling unless stated otherwise.
5.2 Payment must be made in full before we are required to begin processing unless we agree otherwise in writing.
5.3 Prices, official fees and service fees may change before an order is placed. Changes will not affect an order already accepted, unless an official provider changes a fee or rule that applies after acceptance and the change is outside our control.
6. Your Responsibilities
6.1 You must provide true, accurate, complete and current information.
6.2 You must provide documents and responses promptly when requested.
6.3 You must use and monitor the email address and phone number provided with the order, including checking junk and spam folders.
6.4 If you place an order on behalf of another person, you confirm that:
a. you have authority to do so;
b. you have informed that person of the relevant terms and policies; and
c. where required, you have that person’s express written consent.
6.5 Any guidance we provide about the likely correct test, course, card or route is general guidance based on the information supplied by you. Final responsibility for suitability and eligibility remains with you, and official bodies make the final decision on official test and card matters.
7. Refunds, Cancellations and Reschedules
7.1 Refunds, cancellations and reschedules are governed by our Refunds, Cancellations and Returns Policy in force at the time of order.
7.2 By placing an order, you agree that Our Admin Fee may become payable and non-refundable once work starts, as described in that policy.
8. HS&E Test Booking Service — Additional Terms
8.1 Availability. Preferred dates, times, centres and locations are requests only and are not guaranteed.
8.2 Admission. The candidate must arrive at the test centre at least 15 minutes before the appointment time, unless the centre instructs otherwise.
8.3 Identification. The candidate must bring acceptable original ID that matches the booking and satisfies the applicable official ID requirements. Photocopies, expired documents, unsuitable digital copies or mismatched names may result in refusal of entry.
8.4 No-show / refusal of entry. If the candidate does not attend, arrives late, fails to bring suitable ID, fails a security check or is refused entry for any rule breach, fees may be forfeited in accordance with our Refund Policy and the applicable official rules.
8.5 Conduct. The candidate must comply with all test-centre and official rules, including rules on visitors, personal belongings, prohibited materials, use of documents, security monitoring, CCTV and behaviour in the centre. Any misconduct, attempted cheating, fraud or serious rule breach may result in the test being stopped, the result being voided, the fee being forfeited, and further restrictions being imposed by the relevant official body.
8.6 Results. We do not guarantee a pass, a score, or a particular card outcome. We cannot alter test results and we cannot require an official body to change a result.
8.7 Retakes and duplicate documents. If the candidate fails, any retake or waiting period will be governed by the current official rules. Any duplicate certificate, pass certificate or score-report fee imposed by the official provider is payable by the customer.
8.8 Centre/provider changes. We or the relevant centre/provider may cancel, move or delay an appointment for reasons outside reasonable control, including technical failures, closures, staffing issues, illness, electricity failure or security issues. In that case we will use reasonable efforts to offer an alternative appointment or otherwise deal with the order in accordance with the applicable official rules and our Refund Policy.
8.9 Complaints about test conduct. Concerns about the way a test was conducted should first be raised immediately at the centre with the Test Administrator where possible. If the issue is not resolved there, the candidate must follow the official complaint route published by the relevant test provider within the required time limit.
9. Level 1 Health, Safety and Awareness Online Course — Additional Terms
9.1 Digital supply. The course is supplied as Digital Content and/or an online training service.
9.2 Personal use. Course access is personal to the named learner and may not be shared, sold, transferred or sublicensed unless we agree otherwise in writing.
9.3 Technical requirements. The learner is responsible for meeting the technical and system requirements stated at the point of purchase, including internet access, device compatibility, browser requirements, webcam/microphone requirements where applicable, and access to a working email account.
9.4 Immediate access and cancellation. Where checkout asks you to request immediate access, you agree that supply may begin straight away and the refund position in our Refund Policy will apply from that point.
9.5 Scope of purchase. Unless expressly stated otherwise at checkout, the course purchase does not include the CITB HS&E test, a CSCS card, or any other separate official fee-based service.
9.6 Completion and outcomes. Course completion does not itself guarantee a CSCS card, employment, site access, or acceptance by an employer, contractor, principal contractor, site manager, training provider or official body. Separate eligibility rules may still apply.
9.7 Certificates and timing. Any certificate or completion record may be subject to the rules and timescales of the training platform, awarding body or assessment body involved.
10. CSCS Card Ordering Service — Additional Terms
10.1 Independent service. We provide an independent third-party administration and application-handling service. We do not hold ourselves out as CSCS, as an official CSCS provider, or as the issuer of the card itself.
10.2 Authority to act. By using this service, you authorise us to act on your behalf in connection with the card application, including communicating with CSCS, CITB, awarding bodies, training providers or other relevant bodies where reasonably necessary.
10.3 Accuracy and ownership of documents. You confirm that all details, photographs and documents supplied are true, accurate, current, belong to the relevant applicant, and may lawfully be used for the application.
10.4 Eligibility and correct route. You are responsible for ensuring that the chosen card route, qualification route, renewal route and supporting documents are appropriate. We may provide general guidance, but only the official scheme rules and the official provider’s decision determine eligibility and approval.
10.5 Verification. We may verify information with CSCS, CITB, awarding organisations, employers, training providers and other relevant bodies. We may pause, reject or close the application if information is incomplete, inconsistent, suspicious or unsupported.
10.6 Official decisions. Only CSCS or the relevant official body can approve, refuse, issue, cancel, revoke or amend a card. We cannot guarantee a particular result, card type, timescale or delivery date.
10.7 Official fees. The Official Card Fee and Our Admin Fee are separate. The Official Card Fee is governed by official scheme/provider rules. Our Admin Fee covers the administration and support service we provide and is governed by these Terms and our Refund Policy.
10.8 Changes after submission. Once an application has been submitted, corrections, withdrawals, amendments and re-submissions may be subject to official restrictions, fresh fees or both.
11. Add-ons, Revision Materials and Optional Extras
11.1 Optional extras sold with any service are subject to the service-specific wording shown at checkout and to our Refund Policy.
11.2 Digital extras are generally non-refundable once access has been issued or the product has been used, unless required by law.
11.3 Retest or pass-protection products, where offered, are subject to their own claim conditions, validity limits and exclusions.
12. External Bodies and Rule Changes
12.1 Official bodies including CITB, Pearson VUE, CSCS, awarding organisations and training providers may change their fees, rules, forms, evidence requirements, timescales, complaint procedures and eligibility criteria from time to time.
12.2 The current official rules in force at the relevant time will apply to the official part of the service.
12.3 We are not responsible for losses caused by official rule changes, provider policy changes, system downtime, centre closures, or decisions made by those third parties.
13. Communications and Notices
13.1 Our primary method of communication is email unless stated otherwise.
13.2 You are responsible for ensuring that the contact details supplied by you are accurate and monitored.
13.3 Any notice from you to us that affects a booking, application, cancellation or refund request must be made in writing unless we expressly accept another method.
14. Data Protection and Information Sharing
14.1 We process personal data in accordance with our Privacy Policy.
14.2 You agree that we may use and share your details and documents as reasonably necessary to supply the service, including with CSCS, CITB, Pearson VUE, awarding organisations, training providers, test centres, payment providers, fraud-prevention bodies and professional advisers.
14.3 We may retain records, communications, form submissions, checkbox acknowledgements, uploaded documents, transaction records and related evidence for compliance, dispute handling, fraud prevention, quality control and legal purposes.
15. Fraud, Misuse and Chargebacks
15.1 We may refuse, suspend or cancel an order where we reasonably suspect fraud, misuse, false information, unauthorised payment activity, abusive behaviour or breach of these Terms.
15.2 Where a chargeback, payment reversal or card dispute is raised after services have been authorised, started or supplied, we may provide order records, accepted policy acknowledgements, communications, document-submission records and other relevant evidence to the payment provider or dispute handler.
15.3 Where lawful, we reserve the right to recover unpaid sums properly due to us, together with any reasonable recovery costs.
16. Complaints
16.1 Complaints about our own service should be sent to communications@vanirgroup.co.uk with full details of the issue, the order reference and any supporting documents.
16.2 Complaints specifically about the conduct of an HS&E test must also follow the applicable official complaint route within the published time limits.
16.3 We will investigate complaints relating to our own service reasonably and in good faith.
17. Liability
17.1 Nothing in these Terms excludes or limits liability for:
a. death or personal injury caused by negligence;
b. fraud or fraudulent misrepresentation; or
c. any liability which cannot lawfully be excluded or limited.
17.2 Subject to clause 17.1, we are not liable for:
a. indirect or consequential loss;
b. loss arising from inaccurate information or documents supplied by you;
c. loss arising from your failure to read or follow official rules or our instructions;
d. loss arising from the acts, omissions, delays or decisions of CITB, Pearson VUE, CSCS, awarding organisations, training providers, delivery providers or other third parties; or
e. travel, accommodation, lost earnings, site-access or similar costs arising from no-shows, lateness, refusal of entry, failed eligibility or official-body decisions.
17.3 Subject to clause 17.1, our total liability to you in relation to any service will not exceed the total amount actually paid by you to us for that service.
18. Changes to These Terms
18.1 We may update these Terms from time to time.
18.2 The version in force at the time of your order will apply to that order unless a change is required by law or by an official provider and must take effect immediately.
19. Severance
If any part of these Terms is found to be unlawful, invalid or unenforceable, the remaining parts will continue in full force and effect.
20. Governing Law and Jurisdiction
These Terms and any dispute or claim arising out of them or in connection with them are governed by the laws of England and Wales. The courts of England and Wales shall have exclusive jurisdiction, unless applicable consumer law provides otherwise.
