Terms & Conditions — HS&E Test Third‑Party Booking Service

Summary: We’re an independent booking service that submits HS&E test bookings to Pearson VUE/CITB on your behalf. We charge a £22.50 non‑refundable administration fee for handling your application. CITB/Pearson VUE rules apply to the test fee (e.g., cancellations and rescheduling permitted ≥72 hours before the appointment). If you’re late, bring the wrong ID, don’t attend, or try to change your slot inside 72 hours, you’ll usually lose the test fee under CITB rules, and our admin fee remains non‑refundable.
1. Who we are
These Terms & Conditions (the “Terms”) govern your use of citbtestcentre.co.uk (the “Site”) and the HS&E test booking service provided through it (the “Service”). We are independent and not affiliated with CITB or Pearson VUE. We act as your authorised agent to create and manage an HS&E test booking using the details you supply.
2. Definitions

Admin Fee: our £22.50 charge for processing your application/booking. This fee is non‑refundable in all circumstances.

Test Fee: the fee payable for the HS&E test itself, governed by CITB/Pearson VUE rules.

CITB Policies: the current admission, ID, conduct, reschedule, and cancellation policies published by CITB and/or Pearson VUE (including but not limited to the policies visible on the Pearson VUE confirmation page and CITB’s booking terms).

3. How our Service works

You submit an application on the Site with your personal details, preferred location, and dates.

We review and, acting as your agent, submit/adjust a Pearson VUE booking in line with availability and the details you provided.

We confirm the booking to you by email (or notify you of alternatives if your stated preferences are unavailable).

You must attend with acceptable ID that matches your booking details and comply with CITB Policies.
We do not provide training, coaching, or any guarantee of passing. We cannot amend or influence test results.
4. Prices, fees & payment

Our current Admin Fee is £22.50 per application/booking. This fee covers our time to process, administer, and manage your booking request.

The Admin Fee is always separate from the Test Fee and is non‑refundable once you submit your application, even if you later cancel, reschedule, fail to attend, are refused entry, or no suitable slots are available on your exact requested date/time/location (we will offer the nearest alternatives available).

Test Fees are set by CITB/Pearson VUE and are subject to their policies.

Prices are shown inclusive of VAT where applicable. We may change our prices at any time; changes do not affect confirmed orders.
When our Service starts
Our Service begins when you submit your application. From that point the £22.50 Admin Fee becomes non‑refundable, even if you later cancel, reschedule, or do not attend.
5. Cancellations, rescheduling & refunds
5.1 What you can change or cancel

Online changes ≥72 hours before your appointment may be available under CITB rules. Where permitted, we will action your request once you email contact@vanirtraining.co.uk with your full name, booking reference (if available), test type, and preferred new date(s).

Inside 72 hours of your appointment, CITB typically does not allow changes or refunds of the Test Fee. Our Admin Fee remains non‑refundable.
5.2 CITB phone fees
Where changes/cancellations must be handled by phone under CITB processes, CITB charges may apply (currently £5 reschedule by phone; £10 cancellation by phone). If that route is required, these amounts will either be deducted from any refundable Test Fee (for cancellations) or collected from you before we proceed (for reschedules).
5.3 Refunds

Admin Fee: never refundable.

Test Fee: refundable only where CITB rules permit (e.g., cancelled online ≥72 hours). Any refund of the Test Fee will be passed on to you without undue delay once actually received by us from CITB/Pearson VUE, to your original payment method where possible.

If you do not attend, are late, are refused entry (e.g., ID/name mismatch), or otherwise breach CITB Policies, no Test Fee refund is due under CITB rules.
5.4 Independent Test Centres (ITCs)
For exams booked at ITCs, CITB directs candidates to contact the centre directly to cancel. We will assist by providing the centre’s contact details where known, but the centre’s own policy will apply to the Test Fee. Our Admin Fee remains non‑refundable.
5.5 No statutory cooling‑off for dated test bookings
Under the Consumer Contracts Regulations 2013, Reg. 28(1)(h), there is no 14‑day cooling‑off right for services related to leisure/education activities on a specific date or period. Because we arrange a specific test slot, once you submit your application you do not have a statutory right to cancel simply because you change your mind. This does not affect your other statutory rights (e.g., services to be supplied with reasonable care and skill).
5.6 How we count time
References to 72 hours are calendar hours counted backwards from your appointment start time (e.g., 10:00 Friday → change permitted until 10:00 Tuesday). Weekends and public holidays are included.
5.7 Our handling fee for changes
We do not charge any extra fee for handling reschedules or cancellations that are permitted under CITB rules. Where CITB requires a telephone route, CITB’s phone fees (see §5.2) apply in addition to our non‑refundable £22.50 Admin Fee.
5.8 Refund request deadline
Any refund request that relies on CITB eligibility must be submitted to contact@vanirtraining.co.uk within 14 days of your original order. Requests after this period may be declined if we cannot recover funds from CITB.
5.9 Refund timing
Once a Test Fee refund is received by us from CITB/Pearson VUE, we will process your refund within 15 working days to your original payment method where possible.
6. ID requirements (summary)
You must present acceptable ID in line with CITB’s current policy. In summary (subject to change by CITB):

Primary ID (photo + signature + name), such as UK/International Passport, UK or EU photocard Driving Licence, or eVisa (via UKVI View & Prove).

If no Primary ID, bring two forms of Secondary ID: one from List A and one from List B (e.g., List A: non‑UK/EU photocard licence, EU ID card, CSCS/PASS cards, UK Armed Forces ID; List B: Credit/Debit card, UK paper licence issued pre‑31 March 2000).

All documents must be originals, valid/in‑date, and match the name on the booking.
If in doubt, contact CITB on 0344 994 4488 before test day.
7. Your responsibilities
You confirm that:

All information you supply is accurate and complete, including your full legal name as it appears on your ID.

You will bring acceptable ID in your own name (matching the booking) and comply with all CITB Policies on admission, conduct, and test rules.

You will arrive in good time (CITB advises 15 minutes before the test time; local ITC instructions may vary).

You understand that misconduct/cheating may void your test and bar you from future tests; fees are forfeited.
8. Revision materials (if purchased from us)

Physical books: refundable within 14 days if returned unused and in resaleable condition. You are responsible for return postage.

Digital/app-based materials: non-refundable once accessed or downloaded.
This does not affect your statutory rights.
9. Retake add‑on (if purchased)
If you purchase a retake add‑on:

One retake is included if you fail the same HS&E test.

It is non‑transferable and must be booked within 7 days of your fail result by emailing admin@citbtestcentre.co.uk.

All CITB rules and ID requirements apply. The retake cannot be used for no‑shows or refused entry scenarios (e.g., ID mismatch, lateness, misconduct).
10. Communications & data protection

We will contact you by email/SMS/phone to manage your booking.

We process personal data in accordance with our Privacy Policy (see Site footer). By using the Service you consent to us sharing necessary data with Pearson VUE/CITB and relevant test centres for the purpose of arranging and administering your test.

We will only send you marketing where we have your appropriate consent or another lawful basis. You may opt out at any time.
11. Chargebacks & fraud prevention
If you dispute a payment with your bank (a chargeback) after we have processed your application, we reserve the right to provide evidence of your authorisation and our performance of the Service. We may suspend further assistance until the matter is resolved. Proven fraud may be reported to the relevant authorities.
12. Availability & our right to refuse or terminate

Booking depends on third‑party availability. We make reasonable efforts to secure your preferred slot but cannot guarantee specific times/locations.

We may decline or cancel an application where it appears fraudulent, incomplete, or incompatible with CITB requirements, or where we reasonably believe misuse may occur. If a Test Fee has been taken and is recoverable from CITB, we will pass it back in line with §5.3. Our Admin Fee remains non‑refundable.
13. Test Centre changes & Force Majeure
A Test Centre may reschedule or cancel your test (including on the day) due to events outside their control (e.g., system outage, power failure, severe weather, security alert, staffing). We will help you rebook the earliest suitable slot or, where CITB issues a refund of the Test Fee, we will pass it on to you in line with §5.3. Our £22.50 Admin Fee remains non‑refundable.
We are not liable for delays or failures caused by events outside our reasonable control, including but not limited to utility failures, strikes, internet/hosting outages, severe weather, public emergencies, epidemics/pandemics, or third‑party system failures.
14. Limitation of liability
Nothing in these Terms limits liability for death or personal injury caused by negligence, fraud, or other liabilities that cannot be limited by law.
Subject to the foregoing, we will not be liable for: (a) indirect or consequential losses; (b) loss of profits, business, or opportunity; (c) losses arising from events outside our reasonable control (see §13); or (d) losses arising where you fail to comply with CITB Policies (e.g., ID refusal, lateness, misconduct). Our total liability in connection with any booking is limited to the Admin Fee you paid to us for that booking.
15. Business Customers (B2B)
If you are acting for the purposes of your trade/business (a Business Customer), the Consumer Rights Act 2015 does not apply. Our liability to Business Customers is limited to the Admin Fee paid for the affected booking, and we exclude implied terms to the fullest extent permitted by law.
16. Complaints
If you have a complaint about our Service, please email contact@vanirtraining.co.uk (or use our Contact form) with “Complaint” in the subject line and your booking details. We aim to acknowledge within 2 working days and provide a substantive response within 10 working days. Issues related to test conduct/results may be escalated to CITB under their processes.
17. Website content, IP & third‑party links
All site content (text, graphics, code) is owned by us or our licensors. You may not reproduce or reuse content without permission except where permitted by law. Links to third‑party sites (including CITB/Pearson VUE) are provided for convenience; we are not responsible for their content or availability.
18. Governing law & jurisdiction
These Terms and any dispute or claim (including non‑contractual disputes or claims) are governed by the laws of England & Wales, and the courts of England & Wales shall have exclusive jurisdiction.
